Pepper headlines, backed by a bill that leans into genre-blending over genre purity: The Movement brings reggae fused with jazz-tinged grooves, Surfer Girl carries a surf-rock edge, Brother Ali brings politically sharp hip-hop, and Boston’s The Grouch & Eligh round things out with conscious rap shot through with reggae rhythm. It’s a lineup built for a crowd that doesn’t sort music into strict lanes.
Gates open at 4 p.m. and the festival runs until 10, rain or shine, giving the evening room to build from afternoon sun into a sunset set over Tampa Bay — Spa Beach puts the stage and the water in the same frame, which is as much the draw as any single act on the bill.
